[팩트인뉴스= Dongsu Kim] Singapore is helping to build a city in Guangzhou, China as one of its major investments to Beijing—seeing that the city-state was China's biggest foreign investor in 2018 for the sixth consecutive year, CNBC reports citing data from Singapore's trade ministry.

The Sino-Singapore Guangzhou Knowledge City is a sprawling venture that aims to convert farmlands into a sustainable urban development area, expected to host about 500,000 people. The city development project is a half-and-half joint venture between the Singapore-government supported Ascendas-Singbridge and China's Guangzhou Development District Administrative Committee.

CNBC visited the site, which started construction roughly five years ago, and reported that it currently holds a number of half-built high-rise buildings. By car, the city is located some 45 minutes from Guangzhou—China's biggest city—which linked its massive rail network to the new trains of Knowledge City just recently.

The first phase for the city venture has been launched. Knowledge City was built to accommodate for approximately 80,000 living and working across slightly more than two square miles—building 18 schools in this phase alone. When the construction is completed, the city would eventually take over an area of nearly 50 square miles, almost the same size that of Pittsburgh city in Pennsylvania.

The project is relocating farmers to high-rise buildings around the area and is encouraging new companies to take and retrain them.

Through the conversion project, both Singapore and China hope to develop an economic hub for commerce and research as it also creates a model that may eventually be applied to other rural areas in the Asian giant, said Nee Pai Chee, vice president Singbridge International.

"Small is beauty," Nee said. "At a micro-level, Singapore does have its experience of how to manage, maybe, a mid-size or small-size city, so I think we can offer some of our experience to China."

The project also looks to attract some of Singapore's talented tech people who are eager to venture into a bigger market. The city will add incentives such as subsidies and free office space to encourage companies from the city-state and even other countries—starting from startups to Fortune 500 firms that would meet Knowledge City's criteria. The developers are also proposing to pay for public listing applications and are giving IPO coaching and legal assistance.

광저우 ‘지식 도시’는 약 50만 명의 인구를 유치할 것으로 예상되는 농지를 지속 가능한 도시 개발 지역으로 전환하는 것을 목표로 하는 대규모 벤처다. 도시개발사업은 싱가포르 정부가 지원하는 ‘아스켄다스싱브리지’와 중국 광저우 개발구 행정위원회가 절반씩 합작한 사업이다.

CNBC는 약 5년 전 착공한 이 부지를 방문해 현재 반층짜리 고층 빌딩을 다수 보유하고 있다고 보도했다. 이 도시는 중국의 가장 큰 도시인 광저우에서 차로 45분 거리에 위치해 있는데, 광저우에서 최근 거대한 철도망을 지식 도시에 연결했다.

이 프로젝트는 농민들을 이 지역의 고층 빌딩으로 재배치하고 있으며 새로운 회사들이 이를 재교육하도록 장려하고 있다.

싱가포르와 중국은 모두 전환 프로젝트를 통해 상업 및 연구를 위한 경제 허브를 개발할 것으로 기대하고 있으며, 아시아 거대 지역의 다른 농촌 지역에도 적용될 수 있는 모델을 만들 수 있다고 싱 브리지 부사장 니 파이 치는 말했다.

니 부사장은 "작은 것이 아름다움이다. 마이크로 레벨에서 싱가포르는 중간 규모나 작은 규모의 도시를 관리하는 방법에 대한 경험이 있기 때문에, 우리의 경험 중 일부를 중국에 제공할 수 있을 것 같다."
